Passing new legislation is a long and difficult process. Bills are ideas for laws that are introduced by members of Congress, either in the House or the Senate. Bills are intended to propose solutions to perceived problems and must survive rigorous debate and revision in order to become law. A one year term of Congress may see thousands of bills introduced, of which, a few could be signed into law. Ideas for laws may originate from individuals or even the President, but it is up to legislators to introduce, debate, revise, and vote on the bill before it will be seen by the President.
