Citizenship - Naturalization

Congress has the broad power to control immigration and naturalization to the United States, as outlined in Article I. An individual can choose to become a U.S. citizen through the process of naturalization by fulfilling some requirements: residing in the United States with a Permanent Resident Card for at least three years, be at least age 18, pass an English proficiency and U.S. history and government exam, and take an oath of allegiance to the U.S. Constitution.
